Part 0: Specifications for Acceptance and Preliminary Handover of Photovoltaic Power Station Energy Storage Side Projects (Basic General Outline)
This article stipulates the acceptance conditions, testing standards, defect rectification and delivery list from the completion of energy storage power station construction to the formal handover for operation and maintenance.
1. Specifications for cold static acceptance after construction is completed (unenergized state)
Cold acceptance is carried out before the system is powered on, and the core is to ensure that electrical insulation, mechanical connections and pipeline sealing meet standards.
(1) Insulation resistance and withstand voltage test specifications
DC side (battery cluster to PCS DC bus): Use a 1000V / 2500V insulation megger to measure the insulation resistance between the positive pole and the ground, the negative pole and the ground and between the positive and negative poles.
Eligibility criteria: The insulation resistance value must be ≥ 1000 Ω/V (for 1500V systems, the insulation resistance value must be ≥ 1.5 MΩ).
AC side and step-up transformer: 35kV side winding insulation resistance must be ≥ 1000 MΩ; 400V side insulation resistance must be ≥ 5 MΩ; absorption ratio K = R60s / R15s ≥ 1.3.
Withstand voltage test (Hip-Test): DC circuit applies 1.5 Un + 1000V power frequency withstand voltage for 1 minute, leakage current < 5 mA, no breakdown discharge flashover phenomenon.
(2) Mechanical connection and bolt tightening torque inspection
Use a calibrated torque wrench to conduct 100% bolt tightening inspections on all high-voltage connection copper bars and cable terminals, and spray anti-loosening marking lines:
(3) Lightning protection grounding and pipeline sealing
Grounding grid resistance: Use a grounding resistance tester to measure. The impedance of the main grounding grid of the entire station must be < 0.5 Ω.
Nitrogen-filled air tightness test of liquid-cooled pipelines: Inject dry nitrogen into the pipeline to 0.60 MPa, and let it stand for 30 minutes. The pressure drop must be ≤ 0.005 MPa.
2. Hot charging acceptance and trial operation specifications
(1) Auxiliary power supply and power-on sequence
上电逻辑步骤:
Step 1: Connect the external 380V AC station auxiliary power supply to receive power.
Step 2: Close the auxiliary distribution box circuit breaker in the cabin.
Step 3: Activate the temperature-controlled water pump and explosion-proof fire protection system.
Step 4: Close the BMS control power circuit breaker.
Step 5: Turn on the PCS control power supply and complete network-side synchronization.
Check that the three-phase voltage deviation of the auxiliary power supply must be within ± 5% of the rated voltage range.
(2) BMS and EMS point-to-point (P2P) verification
Extract at least 20% of the battery cells, use a high-precision multimeter to measure the cell voltage and temperature, and compare with the BMS/SCADA interface. The voltage error must be ≤ ± 2 mV, and the temperature error must be ≤ ± 1.0 ℃.
Simulate communication interruption: Unplug a cluster of CAN/network cables, and the EMS must pop up a communication interruption alarm within < 2s.
(3) 72h trial operation assessment standards
The system must undergo a continuous trial run of 72 hours, including at least 3 full-capacity deep charge-discharge cycles (0.5C rate).
Assessment standards: There are no primary or secondary emergency trips during the trial operation, the charge and discharge switching response time is < 100 ms, and the liquid-cooled station charge and discharge efficiency (RTE) must be ≥ 85%.
3. Handover defect order rectification and standard delivery list
(1) A/B/C three-level defect classification and closed-loop processing
Class A defects (fatal defects/strictly prohibited from receiving power): unqualified insulation resistance, failure of fire probe, leakage of liquid cooling pipeline, failure of anti-mislocking ➔ Must be 100% corrected before receiving power.
Class B defects (serious defects/time-limited rectification): communication packet loss of individual BMS nodes, large cell voltage difference (50 ~ 100 mV), slight abnormal noise of the fan ➔ Allowed to operate with limited power and eliminated within 7 days.
Category C defects (minor defects/remaining rectification): scratches on the exterior paint, skewed nameplate, slight flaws in the dustproof tape ➔ Included in the defect elimination plan within 30 days.
(2) Operation and maintenance delivery documents and spare parts handover list
