Chapter 4: Extreme Scenarios and Disaster Emergency Plan (Emergency Response Plan - ERP)
In response to the Philippines' unique tropical typhoons, heavy rains and waterlogging, and the impact of high-frequency surges on the old power grid, the following highest-level disaster prevention procedures have been established.
4.1 Typhoon & Flood Protocol
4.1.1 Meteorological warning stage: 48 hours before typhoon landfall (Pre-Typhoon)
Cloud action (Level 1 scheduling): CoreTect operation and maintenance center automatically delineates the units affected by the typhoon path (PAGASA warning signal No. 2 and above). Issue a "Force Charge" command to the inverter and increase the SOC lower limit to 80% to ensure that the battery is fully charged before the grid is paralyzed.
On-site action: The system automatically sends SMS/Telegram alerts to customers and contractors, requiring customers to check whether the rainproof shutters of outdoor cabinets are locked and to clean leaves and gutters within 2 meters of the cabinets.
4.1.2 Disaster occurrence stage: severe flooding (During Flood)
Emergency fuse mechanism: If the customer reports that water is about to cover the bottom of the cabinet 10 cm (reaching the bottom cable entry hole).
Primary action: The operation and maintenance center remotely forcibly shuts down the inverter and BMS charging and discharging.
On-site actions: Instruct customers to wear insulating rubber boots, immediately pull down the DC MCCB and AC main switch at the highest point of the cabinet, unplug the 12V power supply plug of the 4G DTU gateway, and completely cut off all live circuits in the cabinet.
4.1.3 Post-Typhoon Recovery Power Supply Mechanism (Post-Typhoon Recovery - Fatal Red Line)
Absolute prohibition: It is strictly prohibited for customers to close the switch and send electricity by themselves after the water recedes! Warranty will be void if the machine explodes due to illegal startup!
Mandatory Survey: A CoreTect engineer must come to your site with a 1000V megger.
安规验证:
1. Open the cabinet and visually inspect the internal sediment and water stains. If there is moisture, use an industrial hot air blower to dry it.
2. Conduct a strict insulation resistance test (the insulation resistance of the positive and negative poles to ground must be > 2MΩ).
3. After all indicators meet the standards, release the LOTO safety lock and monitor the site for 30 minutes before evacuating.

4.2 Initial rescue and on-site isolation protocol for battery thermal runaway (Thermal Runaway Protocol)
Trigger conditions: CoreTect Cloud issues a P1 level fatal alarm (cell temperature > 75°C and continues to rise), or on-site personnel report that the cabinet emits a "hissing" pressure release sound accompanied by acrid white smoke (highly toxic hydrogen fluoride gas).
5 Steps to Life and Death Operations
1. It is absolutely forbidden to open the door blindly!
Once the internal battery core thermally loses control and releases flammable gas, opening the cabinet door to introduce fresh oxygen will instantly cause an extremely terrifying deflagration phenomenon.
2. It is absolutely forbidden to splash with water!
It is strictly prohibited to use ordinary water pipes or foam fire extinguishers to spray high-voltage cabinets. This will cause a large-scale short circuit in the entire station and cause fatal electric shocks to personnel!
3. Cut off peripheral energy:
Immediately cut off the AC main gate of the grid-connected main distribution box far away from the cabinet, and physically isolate the external power grid from continuing to supply power to the faulty inverter.
4. Fire intervention and poison gas protection:
Clear away all persons within 15 meters of the surrounding area (evacuate to an upwind outlet, inhalation of hydrogen fluoride gas will burn the lungs).
Call the Philippine Fire Bureau (BFP) immediately and inform them that the source of the fire is the "Lithium-ion Battery System (LFP)", which requires professional sand burial or continuous large-scale water mist cooling.
If the cabinet is equipped with an aerosol/perfluorohexanone (Novec 1230) automatic fire extinguishing device, confirm that it has automatically fired (thick white smoke will emit).
5. 48-hour physical isolation (Quarantine) after disaster:
Thermal runaway has the characteristic of "re-ignition". After the open fire is extinguished, no one is allowed to come close to clearing the rubble within 48 hours. 48 hours later, a CoreTect expert team equipped with gas masks came to conduct accident identification (RCA investigation) and harmless transfer of hazardous waste.
